ﺍﻟَّﺬِ ﻳُﻮَﺳْﻮِﺱُ ﻓِﻲﺻُﺪُﻭﺭِﺍﻟﻨَّﺎﺱِ

Transliteration:

Alladhi yuwaswisu fii suduurin naas.

Meaning:

Who whispers in the breasts of mankind
More on the Verse:

This verse is a continuation of the 4th verse which says "From the evil of the whisperer who whispers and withdraws" and - 5th- "who whispers in the breast of mankind".

The tafsir is saying that the whisperer whispers into the hearts of both men and jinn.

Let us remember that jinns(spirits) are like men too, in that, they also have their own communities just like we do. And they also have believers and unbelievers amongst them. And also among the believers, they also have the good doers and those who sin. The believers and good among them will enter Paradise while the unbelievers will enter hell-fire. Allaah تعالى  says: {And I (Allaah) created not the jinn and mankind except that they should worship Me (Alone).} [Surah al-Dhaariyaat (51): 56]. Please read Chapter 72 of the Qur'an for more information about jinns.

About what the whisperer whispers into the heart of men, it is evil or sinful sins to make creation (men and jinn) to become inmates of hell-fire.

In Chapter 4 verse 119, Shaytan said " Verily, I will mislead them, and surely, I will arouse in them false desires; and certainly, I will order them to slit the ears if cattle, and indeed, I will order them to change the nature created by Allah." And whoever takes Shaytan (Satan) as a Wali (protector or helper) instead of Allah, has surely suffered a manifest loss.

So what does he (Satan) commands? Narrated Abu Hurairah, The Prophet (S.A.W) said "The (Hell) Fire is surrounded by all kinds of desires and passions, while Paradise is surrounded by all kinds of disliked undesirable things. (Sahih Bukhari, Vol. 8, Hadith No. 494).

Inordinate desires and animalistic passions lead to the Fire while self-control, perseverance, chastity and all other virtues, and the obedience of Allah and His Messenger (S.A.W) lead to Paradise. What leads to hell is easy to do while what leads to Paradise is difficult to do.
